What do training and competence mean?
Employers must provide for all employees, the information, instruction, training and supervision necessary to ensure, so far as is reasonably practicable, their employee's health and safety at work.

The objective of training is to ensure that all their employees are competent to carry out their jobs with the minimum of risk to themselves and others.
